SMART Program Office The SMART Program is sponsored by the Under Secretary of Defense for Research and Engineering (USD(R&E)), with delegated authorities to the Deputy Chief Technology Officer (Science and Technology) (DCTO(S&T)), the DoD Basic Research Office, and the SMART Program Office .As of August 1 of every year, students officially transition from Awardee to SMART Scholar. As a SMART Scholar, students pursuing a bachelor’s, masters or Ph.
